Revere Man Arrested For Leaving Dog "To The Mercy Of The Next High Tide"

REVERE, Mass. (WBZ NewsRadio) — A Revere man has been charged with animal cruelty for allegedly chaining a dog to a steel rod and leaving it "to the mercy of the next high tide."

According to Mass. State Police, 27-year-old Elias Pacheco-Osario chained the dog to an exposed steel rod at the edge of the beach, with a large rock attached to the chain to prevent the dog from escaping and then walked away.

The area where the dog was left is a secluded portion of the beach close to the waterline, and officials say during certain parts of the day this part of the beach is completely submerged.

The dog was rescued by police and the owner of a Revere kennel before the tide came in. After an investigation by police, Pacheco-Osario was taken into custody on Friday. Police were able to confirm that he owned the dog and named him "Killer."

The dog is a male pit bull mix and is being cared for at Ocean View Kennels in Revere.

Pacheco-Osario was released of $340 cash bail and is expected to be arraigned in Chelsea District Court on Tuesday.
